I'm sorry guys but it was inevitable, I had to throw my ponysona into the Fallout: Equestria universe for my sake. Hell, I've even made up a bit of a back-story of his life in that universe (albeit, somewhat vague). Yes, he's a Pegasus from a stable, so not a Dashite but a blank-flank. Being cooped up in a Stable isn't really a way for a Pegasus to get his/her cutie mark, in my opinion.

Also, I made him a bit S.P.E.C.I.A.L! _{Or mediocre, whichever you prefer,} as per the character setup section of the FoE PNP Tabletop game.
Strength: 4 - Having been born quite small and raised with a fussy family, Bolterdash has never had a good intake of nutrients to increase his physical capacity, thus his thinner, almost mare like stature. Being a Pegasus raised in a cramped stable, he also never had the space to exercise his wings before venturing out into the wasteland.
Perception: 8 - While maybe not the fittest Pegasus physically, Bolterdash has a good eye for detail and will notice the smallest of things to use to his advantage.
Endurance: 4 - Again, not being the fittest Pegasus having being raised in a stable, he hardly exercised enough to increase his physical capacity. He may be able to work/fly extremely fast for a short period of time, mainly due to his stubborn personality (And a fear of failure), but he'll be pretty damn knackered afterwards.
Charisma: 5 - Bolterdash only made a couple of long-term friends in the Stable due to his shy personality. However, while he may not talk much to those that aren't his friends, when somepony is in need of talking to, Bolterdash somehow seems to be able to find just the right words to say (Or the right words NOT to say).
Intelligence: 5 - Put frankly, Bolterdash isn't the dumbest pony alive, nor the brightest. He can put 2 and 2 together (both literally and metaphorically) which a fair amount of the time works out well for him.
Agility: 9 - Being a Pegasus, Bolterdash is naturally agile, even for not being very fit (As put earlier, he may be able to work/fly extremely fast for a short period of time). After venturing out into the Equestria wasteland, his mediocre flight skills were certainly put to the test, and improved, by various encounters with bandits, slavers and other general dangers of the wasteland.
Luck: 5 - Bolterdash can quite frequently find himself in the wrong place at the right time, and vice-versa. He tends to think he's quite an unlucky one, going so far as to thinking that anything bad that happens to him is a 'placebo effect' of his pessimism.

I threw the 0 in his Stable number because 17 was already 'taken' in a FoE Sidefic :V}

Edit - Bolterdash's Stable jump-suit and Pip-buck have a bit of wear and tear now, rifle scope a bit larger and given better perspective as well as the trigger system made a bit more hoof friendly (The previous design would have a pony have to take their hoof out from the trigger, into the larger 'hole' (I guess you could call it) to chamber the next round, again take their hoof out of the 'hole' and put it back over the trigger). Family photo stuck to the rifle's butt.
